National Redress Scheme - Congregational Meeting

25 August at 12.00pm

The Kirk Session is calling a meeting of the members of the Scots’ and
Indonesian congregations (communicant members and adherents) on 25 August 2019 to formally give consent be part of the Presbyterian Church of Victoria’s (PCV ) participation in the National Redress Scheme for Institutional Child Sexual Abuse (NRS). The meeting will be held in Scots’ Church immediately after the 11:00 AM service (approximately 12:00 noon).

The NRS provides acknowledgement and support to people who experienced
institutional child sexual abuse. It’s a scheme designed to provide abused persons with redress instead of seeking compensation through lengthy and painful court proceedings.
There are currently over 2,000 applications for redress. The PCV has been named by some of these applicants. We do not know which congregations of the PCV this might refer to.

The NRS works like this: a person makes application, the case is investigated and determined by an independent panel. If the claim is successful, the redress
package (counselling + payment + personal response statement) is awarded against the PCV. By our congregation agreeing to join the Scheme, we are
shielded from making this payment from our own funds – it comes from a specially designated denominational fund instead.

Each congregation in the PCV needs to signify its agreement to:

  • Participation in the NRS;
  • Being a member of the PCV participating group (representing both current and future congregations within the PCV) represented by the Trust Corporation
  • Being willing and capable of providing direct response to a person who accepts an offer of redress if sought.

There will be an opportunity for further explanation and questions at the meeting, but, in general terms, by joining the NRS – for which there is strong government and community expectation – we are sharing and addressing the collective guilt of past sins of the church (in all its forms) in relation to institutional sexual abuse of children.

The draft resolution required and a background paper on the scheme will be
available at the Welcome Desk on Sunday 18 August 2019.
